The http://www.nhc.noaa.gov/#Harvey" target="_blank" rel="noopener noreferrer">National Hurricane Center warned Texas residents and businesses that it expects Hurricane Harvey to become a major hurricane before it reaches the middle Texas coastline sometime late Friday evening.
